Reservation Fee Schedule

The entire reservation fee is due in FULL upon reserving the facility in person or reserving a shelter online. All other facilities reserved online are processed as a permit request until approved by NOR; upon approval, the reservation must be paid for in full within three business days (72 hours). All checks shall be made payable to North of the River Recreation and Park District (NOR).

$200 Deposit 

Cleanup/Damage Deposit: A cleanup/damage deposit of $200 is required for use of:

  • Recreation buildings and rooms, including  meeting rooms, gymnasiums, dining halls, and kitchens
  • Gazebo
  • 2 or more picnic shelters
  • Athletic fields 
  • As determined by the General Manager or designee

Other facilities may require a cleanup/damage deposit. In the event of damage or the necessity of excessive cleanup or maintenance, said deposit shall be applied accordingly and additional fees may be applied to the account to cover District costs beyond deposit. The cleanup/damage deposit shall otherwise be refunded.

All reservation members agree to adhere to NOR Policies & Procedures. It is the responsibility of the reservation holder to ensure all guests are aware of and compliant with policies. 

Applicants Must 
  • Be at least 18 years of age.
  • Submit rental fees in their entirety. Reservations are not considered confirmed and finalized until fees are received by NOR.
  • Complete application entirely. Include all information that applies to the reservation request and provide comprehensive information.
  • Submit plans and decorations for the reservation. NOR reserves the right to reject certain types of plans or decorations in the best interest of maintaining the facility.
  • Include within the reservation time necessary to complete setup and cleanup as part of the total reservation. This includes putting up and taking down decorations including tape, setup and cleanup of tables and chairs, and any other preparation and cleanup necessary. NOR encourages applicants to give themselves enough time to clean the facility before the scheduled end of the reservation. Any additional time required will be charged an an hourly rate and deducted from the deposit refund.
  • Include the number of guests. Reservations are limited to the maximum number listed.
Beginning of Reservation 

Early arrival is not permitted. It is not possible to access the reserved area until the beginning of the reservation time.

Ordinances 

Violation of these rules will lead to immediate termination of the rental and retention of reservation fees and deposits. 

It is prohibited to:

  • Bring food or bevrages besides water into gymnasiums.
  • Smoke indoors (or within 25 feet of an entrance, exit, or playground), consume alcohol, and use glass bottles or glass containers.
  • Conduct activities that violate local, state, or federal statutes. Reservations and the participants within must adhere to all city, county, police, and fire codes during their use of the facility. 
  • Advertise, conduct sales, or solicit without approval by NOR.
  • Loiter outside buildings any time during the rental.
  • Host pony rides, petting zoos, dunk tanks, and inflatable water features (i.e. slides).
  • Take tables and chairs outside of NOR buildings.
  • Leave children unattended. Children must be supervised by an adult at all times. Children are not allowed in rooms other than the one(s) rented, including the Cater Area and outdoor areas.
Requires Additional Approvals 

For authorized use of District facilities where food, drink, merchandise, or services are sold, reservations must follow policies concerning food vendors and obtain necessary city, county, and/or state permits for such sales.

Decorations 

Prohibited Materials:

  • Adhesives including cellophane adhesives, nails, screws, staples, or any appratus that inserts or attaches. Masking tape may be used.
  • Confetti including glitter, rice, beads, confetti, or any other substances that can mark the floor.
  • Flammable materials including candles, helium balloons, and fog machines. Flameless, battery-operated candles may be used.

Decorations already placed by NOR cannot be removed.

Exits cannot be covered or obstructed by decorations at any time, even temporarily.

Use of Cater Areas 

Cater Areas, otherwise known as Kitchens, are not for cooking. The reservation of a Cater Area is as a preparation space for preparing food for display and distribution or warming/reheating.

Please note:

  • Reservations do not include dishes, utensils, salt/pepper shakers, or any other materials in the room.
  • Cutting and slicing is not allowed on counters; facility users must supply their own cutting board.
  • All utensils, servicing dishes, coffee maker, and coffee must be supplied by facility user.
  • Professional caterers and approved food vendors must supply their own equipment.
Vehicles 

Vehicles of any kind, including but not limited to, trailers, trailer BBQs, portable lights, and others are not allowed to be driven or parked on any District property. This includes turf areas, picnic pads, shelters, sidewalks, and/or any other concrete or grass areas. Vehicles are to be in designated parking spaces or on legal street parking only.

Reservation Oversight 

An NOR employee or designated representative must be on-duty at all times during the reservation of NOR buildings. Staff members:

  • Unlock and supervise the facilityh.
  • Assist if facility users encounter problems.
  • Should be notified if a large mess occurs necessitating the need of a broom or a mop.

At the end of the reservation, an NOR employee will provide a rack for stacking tables and chairs, as well as conduct a checkout procedure to assess the condition of the facility upon your departure. 

An NOR employee or designated representative may be on-duty during outdoor reservations. 

Facility Specific 

RiverLakes Ranch Community Center

  • For those rentng one meeting room only, please be aware that the others and/or rooms may be occupied at the same time as your party. Meeting rooms are divided by a temporary non-permanent wall and sound carries.
  • Those wishing to hire a DJ for events in the meeting rooms must reserve both meeting rooms.

Rasmussen Senior Center

  • Food and beverages are only allowed in the main/dining hall.
  • Tables and chairs in the main/dining hall must be returned to cafeteria-style placement at the end of the reservation rathan than being stored. 
  • The piano, bingo machine, and PA system are not included in the dining hall rentals and cannot be removed from the stage. They may be hidden from view by covering them or placing a drop sheet over them.
End of Reservation 

All trash should be taken to the dumpster on the property by the reservation.
