Three members are appointed by the Kern County Board of Supervisors and two by the City of Bakersfield. Meetings are held at 5:30 p.m. on the third Monday of each month (occasionally moved to the third Tuesday due to holidays) at the District Office, 405 Galaxy Avenue.
