About the District North of the River Recreation and Park District is a Special District operating under Section 5780 of the California State Code. NOR was originally organized in 1955, then reorganized in 1960 to include park operations.
Service Boundaries North of the River Recreation and Park District plans, organizes and conducts a wide variety of park and recreation programs within the designated NOR boundaries. NOR is 125 square miles in size, has a population of 91,500 residents, and encompasses five school districts. Included within our service boundaries are 19 developed facilities totaling 177.9 acres. The major sources of revenues for NOR are property taxes, program fees, grants and developer fees.
About our Programs and Services Over 200 classes/programs are offered each year for public participation. Programs are conducted for all ages including infants through senior citizens. NOR conducts a wide range of after school programs for Standard, Beardsley, Fruitvale, Rosedale and Norris School Districts. Two District gymnasiums/recreation centers and three school gymnasiums are programmed on a joint use basis with school districts. Child care programs are provided at two children's centers and through parent preschool co-ops. After school day care programs have been established at ten school sites. Grant funds provide for a large senior program including two nutrition/program centers, senior and handicapped transportation programs, home delivery of meals and homemaker services.
